Cost and Capital Assets

Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200) (referred to as Uniform Guidance) requires institutions receiving federal funds to certify no less than annually the reasonableness of salary and wage charges in relation to work performed.

The Cornell Asset Transfer System (CATS) is managed through TeamDynamix (TDX), Cornell’s service management and request system, which allows us to optimize CATS with workflows, approvals, and reporting capabilities. The Capital Assets team will review all posted assets before they become visible to others.

Only active capital asset items can be approved for posting. All other post requests will be denied.

Below are the condition and status codes to use on your annual physical inventory, Capital Asset Physical Transfer/Relocation Form, Capital Asset Disposition Report, or the New Capital Equipment Record.

Before disposing of capital assets, units must communicate plans for their disposal to Capital Assets by posting the item(s) for sale in the Cornell Asset Transfer System (CATS).

April 15, 2025 is the deadline for returning completed Fiscal Year 2025 inventories to Capital Assets.

The Cost Analysis area provides oversight of the calculation, submission, and audit defense of the facilities and administrative (F&A) cost rates based on the requirements outlined in Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200) (referred to as Uniform Guidance).

Capital Assets is responsible for processing capital asset records and maintaining and coordinating updates to and reporting from the capital asset inventory system.
