Making International Payments

International payments can be made by wire transfer, draft, and forward contract. Payments must be processed using a Disbursement Voucher (DV) e-doc (KFS).

  1. Provide the payment type information
  2. Clearly state whether the e-doc:
  • Is stated in U.S. dollars and requires conversion in to the country's currency and identify the desired currency, e.g., Euro.
  • Is stated in the country's currency. Identify the desired currency, e.g., Euro. For these documents, Cash Management will enter the correct U.S. dollar equivalent on the e-doc after he trade has been executed.

Caution: Please do not convert the currency. Exchange rates change constantly. Cash Management will do the conversion at the time of the transaction.

Settlement Terms

Most items settle within 2-5 business days; less regulated countries could take up to 2 weeks.

The Treasurer’s office allows 14 business days for an item to settle. If the beneficiary claims “non-receipt” of funds, contact Cash Management to begin an investigation process.

Wire Transfers

International wires differ from domestic wires in several significant ways:

  • Requirements vary from country to country
    • India: requires Receipt Purpose Codes (PDF, 404KB)
      • Donations require a purpose code and an FCRA code.
    • Brazil: requires a Beneficiary Tax ID as 11 or 14 digits, and a 5-digit Purpose of Payment (PoP) Code.
    • Canada: requires a transit code.
    • Great Britain: requires a bank sort code.
    • Mexico: requires a Clave Bancaria Estandarizada (CLABE)
  • Settlement dates can take up to 14 days
  • Additional fees are often added by each correspondent bank that the transaction flows through
  • Attempts to retrieve funds due to an error are lengthy, expensive and sometimes impossible (the risk factor increases exponentially in underdeveloped and emerging countries or those areas that are embroiled in national strife).

Therefore, include the following information on the e-doc, not on the attachment (and do not send it to DropBox):

  • Swift or BIC number
  • For wires to Mexico, the Clave Bancaria Estandarizada (CLABE) number is distinctive to this country, 18-20 digits
  • International Banking Account Number (IBAN), which includes the beneficiary’s account number. Add this to the Bank Account Number section of the e-doc. The IBAN is preferred and begins with an alpha preface, e.g., GB = Great Britain
  • Account number – the beneficiary account number – this is NOT needed if you have an IBAN.
  • Exact account name as it appears at the bank
  • Sort code or Transit code – this information aids the bank with sending the wire to the correct branch bank, which expedites the process
  • Bank name and complete bank address (including branch)

Note: If your beneficiary’s payment requires a correspondent bank, contact Cash Management with that information.

Caution: DV e-docs that are missing vital processing information will be rejected by Cash Management, causing a delay in the processing of the transaction and possibly resulting in a late payment to the beneficiary. Any fees incurred resulting from incorrect/incomplete information is the responsibility of the originating unit.  Therefore, it is highly recommended that you request the proper information from your beneficiary at the time of the purchase of goods or services.

Drafts

A draft can be purchased in the currency of the beneficiary’s choice (not U.S. dollars). The draft will be drawn on a bank in the country that it is going to. Drafts are returned to the originating department for mailing to the beneficiary.

Forward Contracts

A forward contract, or "forward," is used to hedge currency fluctuations by entering into an agreement to exchange currency on a future date at a specific rate. Contact the Treasurers' office to negotiate these agreements.

Prohibited Payments

The U.S. government subjects certain countries to sanctions, which means Cornell University is prohibited from sending money to these regions.

Current list of sanctioned countries

Seek advice from University Counsel if the payment:

  • Is directed to a bank in any sanctioned country; and/or
  • Is directed to a bank that is not located in any of these countries, BUT the payee (organization or individual) resides in any of the sanctioned countries.

Units must consult University Counsel to obtain approval for the expenditure. The approval and associated documentation must accompany the e-doc or the payment request will be rejected by Cash Management.

Accepting International Drafts

What is an international draft?

  • A draft drawn on a non-U.S. bank
  • The draft can be drawn in U.S. currency or in international currency

Cornell accepts international drafts. They are to be deposited to the Bank of America account and the Advance Deposit (AD) e-doc should be completed using the bank code BOA. Only one currency type is allowed per deposit ticket. Keep a copy of the checks for your records.

To facilitate this process:

  1. Download and complete the International Check Collection form (XLS, 30 KB)
  2. Email the form to Cash Management.
  3. Cash Management will notify you when the conversion adjustment is received from the bank. 

Be aware that there are fees associated with opting to accept a draft drawn on an international bank.

Note: Canadian drafts are not considered international drafts and may be deposited to Tompkins Trust in the usual way. Do not attempt to the convert the funds to the U.S. dollar equivalent; the bank will perform this function

Avoiding Wire Transfer Fraud

To protect your unit from wire transfer fraud, for all international wire transfers above $1,500, we recommend that the requestor verify the wire transfer information before processing the payment. The verification could entail simply reviewing previous payments to the same vendor to see if the bank account information has changed. If it has changed, or if a communication is received to change the information, verify the change directly with the vendor by using the original contact information on file, preferably by phone with a known contact.

Wire transfer red flags:

  • A change in bank account information.
  • A rush request due to an emergency, or other demand that the transfer take place immediately.
  • An inability to reach the person requesting funds by phone.
  • Awkward phrasing, poor grammar, incorrect punctuation or odd capitalization in written communication.
  • A request that is out of the ordinary or not in keeping with established practice for the person or business requesting funds.
  • An incorrect or changed email address.
