Scheduled Service Change - Create eList for HAProxy for RDS (rds-proxy) customer/user notifications

<div>The Cloud Infrastructure team will create an E-list of customers and stakeholders for HAProxy for RDS (rds-proxy). This list will be used for direct announcements about service changes, updates, and maintenance windows for rds-proxy. <br><br>The list initially will be populated from the contacts and requestors of all historical TDX and Jira tickets concerning rds-proxy. Personnel on the list can opt-out if they so wish. Additional customers will be added to the list as new rds-proxy client requests are made. <br><br>If you would like to be on the list and are unsure if you are a contact in a historical rds-proxy TDX or Jira ticket, send an <a href="mailto:cloud-support@cornell.edu">email to the Cloud support team</a>.
