Scheduled Service Change - HAProxy for RDS (rds-proxy) deployment to be updated for proxied DBs

<div>On Saturday, March 15, 2026, between 7-9am, the configuration of the HAProxy for RDS (rds-proxy) will be updated for dev and test proxied RDS DBs.
