Scheduled Service Change - HAProxy for RDS (rds-proxy) deployment to be updated

<div>The HAProxy for RDS (rds-proxy) deployment will be updated for proxied development and test DBs. DB clients connected to development and test DB instances through rds-proxy will have connections ended, but will be able to reconnect immediately. <br><br>Proxies for production DBs will not see any change or interruption. <a href="https://confluence.cornell.edu/x/r5EcFQ">See this Confluence page</a> (login required) for a list of proxied RDS databases and the environment (dev, test, prod) for each.</div>
