Scheduled Service Change - Enable Cost Optimization Hub and Compute Optimizer AWS Services

<div>The Cost Optimization Hub and Compute Optimizer services will be enabled in all Cornell AWS accounts. These services support newly released Trusted Advisor checks and are required for those checks to function. <br><br>If these services were already enabled in individual Cornell AWS accounts, no change will be made to those accounts.
