Scheduled Service Change - HAProxy for RDS (rds-proxy) deployment to be updated for proxied DBs

<div>The configuration of the HAProxy for RDS (rds-proxy) will be updated for proxied RDS DBs. DB clients connected to RDS instances through rds-proxy will have connections ended, but will be able to reconnect immediately.
